Betwell, has since been charged with first-degree murder, first-degree sexual assault and two counts of third-degree theft.
Lt. Scott Baxter of the Dubuque Police Department, said that the woman identified as Nancy Ann Krapfl, was found without identifying information and with serious facial injuries.
A 65-year-old man tipped off the police after he saw the teenager assaulting the woman around 6:00 p.m. in a vacant property.
According to court documents, Betwell fled soon as he sighted a witness of the crime, The woman was taken to Unity Point Health Finley, where she died as a result of the assault, police said.
Betwell is being held on $1 million bail.
